"In all the days of the Third Age, after the fall of Gil-galad, Master Elrond abode in Imladris, and he gathered there many Elves, and other folk of wisdom and power from all the kindreds of Middle-earth, and he preserved through many lives of Men the memory of all that had been fair; and the house of Elrond was a refuge for the weary and the oppressed, and a treasury of good counsel and wise lore."
The Silmarillion

The Library is the central structure of Imladris which can research different paths to enable certain abilities and effects for the units of Rivendell. It also produces Loremasters: elite, magic-wielding elves with unique capabilities. Elrond can be recruited from the Library as well.

Strategy

The library is a core building for Imladris and is almost necessary to build for the late game. The upgrades enable all of the main units to obtain their special abilities, massively improving their effectiveness. This is especially important for Imladris since their battalions are so small and expensive. It is also necessary for the upgrades to be bought to level up the other buildings. This allows the player to obtain Imladris' basic archers as well as their advanced infantry and cavalry. The specific Eregion upgrades that require upgrades from the library all allow Imladris to have one of the strongest late game forces in the game. Finally, the lore masters aren't completely necessary, but they can be very helpful especially in the late game (due to their cost and necessary upgrades) to support your other troops and disrupt enemy forces. A library is quite expensive, but it is worth it to build it very early on.
